（五）建立中等职业教育财政投入的监督、问责机制
目前，有关中等职业教育的法律法规不多，而仅有法律条款中缺乏对中职教育财政性经费投入是否到位的监督、问责机制。中职教育经费总量本就不足，由于缺乏监督、问责机制，从而导致了经费使用效率低，经费管理方面出现诸多问题[7]。如果不建立相应监督问责机制，不仅会弱化地方政府对中等职业教育投入的责任感，而且会阻碍江西省中等职业教育的长远发展。一是要探索出符合江西实际情况的监督机制，杜绝不法行为；二是要完善中职院校经费自主管理，使教育经费使用去向及相关预决算情况公开化；三是要加强政府与各中职院校协调配合工作，对于在中职教育经费投入使用中出现的恶劣行为进行严肃处理，并追究主要领导人的责任。

Analysis on the Status of the Supply of Expenditure of Secondary Vocational Education in Jiangxi Province

Abstract During the “ 12th Five-Year Plan” period， the scale of secondary vocational education in Jiangxi Province is growing rapidly and achieves nearly half size of the whole province’s senior high school education. In stark contrast， the educational investment is gravely insufficient and faces the problems of short amounts， narrow sources and ueasonable allocation. Compared with other provinces’ level or national level， secondary vocational education’s expenditure in Jiangxi Province is at a relatively low level. It is suggested for Jiangxi Province to improve the security mechanism， expand the channels， set expenditure standard for each student or public， increase the efficiency of funds using and establish a mechanism of supervision and accountability.
